Fred Nesbitt, PhD

Frederick H. Nesbitt is the former Executive Director and Legislative Counsel for the National Conference on Public Employee Retirement Systems (NCPERS) retiring in 2006.  Now living in Florida, Fred has agreed to work with the FPPTA as an industry speaker. Prior to joining NCPERS, Mr. Nesbitt served for12 years as Director of Governmental Affairs and Political Action for the International Association of Fire Fighters (IAFF).  Previously, he served for nine years as Special Assistant to the President of the National Association of Letter Carriers (NALC).

He has been a lobbyist on Capitol Hill for over 25 years, lobbying on pensions, taxes and employee benefits for both federal employees, and state and local government employees.

Mr. Nesbitt comes from an academic background; he was a professor of political science and labor relations at Indiana University of Pennsylvania and St. Francis College (PA).  He earned his bachelor’s degree at Indiana University of Pennsylvania and his master’s and doctorate from West Virginia University. He is the co-editor of Labor and American Politics.

Sean M. McKinstry
FPPTA

Sean McKinstry joined the FPPTA staff in March of 2015. He had worked as a consultant for the FPPTA for a number of years before signing on full time. Sean maintains the Public Pension Institute website, assists with the FPPTAE-newsletter, and other FPPTA online educational initiatives, assists in the event coordination, and is a member of the FPPTA Education Committee. Prior to his work with the FPPTA, Sean held the title of Director of Communications and Research for Public Pensions, Inc. and as Senior Editor for Public Pensions Online. He is a graduate of Wheaton College just south of Boston, Massachusetts

Pension Plan Funding

Hank H. Kim, Esq.
Executive Director
NCPERS

Hank Kim is executive director and counsel for NCPERS. Kim directs the day-to-day operation of the largest public pension trade association in the United States. His responsibilities include strategic planning for NCPERS, promoting retirement security for all workers through access to defined benefit pension plans, and the expansion of NCPERS’ role in the continuing debate on health care.

Hank brings strong experience in healthcare policy, having assisted in drafting the Healthcare Enhancement for Local Public Safety (HELPS) Retirees provision in the Pension Protection Act (PL 109-280). He has worked for a hospital association, where he successfully advocated for passage of the Provider Sponsored Organizations legislation (PL 105-33). He began his career in the office of Senator Bill Bradley (NJ) and assisted on the Newborns’ and Mothers’ Health Protection Act (PL 104-204).

Prior to joining NCPERS, Hank served for six years as a governmental affairs representative for an international public-sector union, working on benefits, appropriations, homeland security, and healthcare issues. During this period, he helped draft and lobby for the passage of Staffing for Adequate Fire and Emergency Response (SAFER) Act (PL 108-136).

Hank received his Bachelor of Arts degree in political science from the University of Wisconsin-Madison and his Doctor of Jurisprudence from Indiana University-Bloomington Maurer School of Law. He is a member of the District of Columbia Bar.

Hank currently serves a number of non-profit boards, including serving as Vice-Chair of the Fairfax County Uniform Retirement System, $1.5 billion public employee retirement system providing pension coverage for public safety employees of Fairfax, Virginia; as Treasurer of the National Institute on Retirement Security, a Washington, D.C. based think tank focusing on retirement security; on the Editorial Advisory Panel of the Benefits Law Journal, a quarterly law journal that features the most respected and accomplished employee benefits professionals; and as Advisory Council Chair of the Center for Retirement Initiatives at Georgetown University, a trusted public policy center that promotes retirement solutions at the state level.

Susan Grant, CPA
City of Fort Lauderdale

Currently Director of Finance with the City of Fort Lauderdale, Susan Grant has 30 years’ experience in public management, 24 of which were spent on the senior management team of the City of Coral Springs, Florida. In Coral Springs, Susan served as deputy city manager, director of financial services, director of human resources and city controller. During Susan’s time there, she helped guide the City in the successful pursuit of many prestigious awards, including the 2007 Malcolm Baldridge Award and Florida Governor’s Sterling Awards in 2003 and 1997. Coral Springs was the first organization to win the Sterling Award twice. Susan also served as an examiner for both awards, and she currently serves as a judge for the Florida Governor’s Sterling Award.

As deputy city manager in Coral Springs, Susan oversaw the City’s financial services, budget, human resources, information technology, marketing and communications departments and the Office of the City Clerk. As director of financial services, Susan managed all divisions including accounting, water billing, accounts payable, payroll, risk management, treasury, and purchasing. Her responsibilities as human resources director included recruitment and selection, policy formation and interpretation, training and development, classification and compensation, rewards and recognition, employee relations (including labor negotiations), and pension and benefits administration (including management of self-insured health plans). Susan currently serves as an ex-officio member of both the City of Fort Lauderdale’s Police and Fire Pension Plan and the closed General Employees’ Retirement Plan.  In Coral Springs, Susan served on the City’s Police Pension Plan Board.

Before entering public service, Susan worked as a chief financial officer, senior financial analyst and senior accountant in the private sector.

Paul Shamoun
Florida League of Cities

Paul Shamoun is the Director of the Financial Services for the Florida League of Cities, Inc. In this position, Paul is responsible for the oversight and operation of the League’s three financial trust funds. The Florida Municipal Investment Trust has 11 portfolios, $1.8 billion dollars in assets and over 80 members, the Florida Municipal Loan Council which has loaned out over $1.2 billion to local governments and the Florida Municipal Pension Trust Fund (FMPTF) which provides administration to over 210 defined benefit, defined contribution, deferred compensation and OPEB plans with a combined $850 Million in Assets.

Additionally, Paul serves as Executive Director of the Florida Government Finance Officers Association, a 2,800 member statewide organization providing members with education, networking and informational opportunities. Paul has been with the League for 19 years and he holds a Bachelor of Arts degree in Economics for Florida State University.

J. Scott Bayne
Fort Lauderdale Firefighters Local 765

J. Scott Bayne, president of the Fort Lauderdale Fire Fighters, Local 765, was born in Wichita, Kansas and relocated to South Florida at the age of 2.  Bayne joined the Fort Lauderdale Fire Department in February, 2000, as a firefighters/EMT and is currently a Captain.  He earned an Associate Degree in Fire Science from St. Petersburg Community College and received his Bachelor’s Degree in Organizational Leadership from Saint Thomas University.

Bayne is also a squad leader for the FEMA South Florida Urban Search and Rescue Task Force and was elected president of Local 765 in January, 2009.  In April 2009, Bayne was elected as a trustee of the Fort Lauderdale Police and Firefighters’ Pension System, serving as one of the two elected representatives of firefighters.
