GENERAL DESCRIPTION OF CLASS:
This is responsible supervisory work in management of the Lakeland Retirement system.  Work involves providing direction and participating in activities required to maintain the City of Lakeland Retirement System. Work includes the securing of interpretations of various federal, state and local legislation, as well as rules, regulations policies and procedures established by the City administration and the promulgation of rules and procedures emanating from the Pension Board. Work is performed with some considerable independence and is reviewed through conferences, reports and evaluation of results obtained.

This position is only open to current City of Lakeland employees.

ESSENTIAL FUNCTIONS AND ADDITIONAL FUNCTIONS:
  • Assist the Director in all facets of the administration of the Employee’s Pension Plan, Defined Contribution Plan, Police Officers Pension Plan, Firefighters Pension Plan, Deferred Retirement Option Program (DROP), the Deferred Compensation Plan and FICA substitution plan.
  • Assist the Director in planning and directing all facets of the retirement system.
  • Supervises employees engaged in the administration and maintenance of retirement programs. in a manner conducive to high performance and positive morale.
  • Trains new employees in the Retirement Services Department.
  • Assists in the development of operational goals and guidelines for the pension systems policies/procedures to include pre-retirement counseling, retirement benefit calculation, plans compliance, and records maintenance.
  • Develops and modifies policies and programs utilizing knowledge of best practices.
  • Stays current and reviews new and changing legislation affecting retirement benefits to ensure legal compliance of Lakeland retirement plans.
  • Reviews data concerning best practices among similarly situated municipalities and counties to evaluate competitiveness of Lakeland retirement programs and formulates recommendations to Retirement Director.
  • Manages the implementation of approved new plans and plan modifications by overseeing the preparation of announcement material, booklets, and other media for communicating new plans to employees.
  • Conducts employee meetings and arranges for enrollment of employees in optional plans.
  • Conducts employee benefit seminars for local personnel.
  • Revises and reissues all communications material on benefits from time to time.
  • Coordinates all Board of Trustee meetings. which includes preparation of meeting agendas, distribution of documents to meeting participants and preparation and distribution of meeting minutes.
  • Assists the director in preparing material for collective bargaining sessions.
  • Assists the Director in the negotiation of contracts with outside providers and be responsible for the maintenance of system contracts files for investment management, performance monitors, legal, actuarial and custodial services.
  • Assists with the annual City of Lakeland Retiree audit process and the annual retiree population audit.
  • Coordinates and direct activities with actuaries, auditors and legal representatives in the preparation of state mandated annual reports of the various pension plans sponsored by the City.
  • Responsible for the on-going updates to the operational requirements of the System, web pages relating to City of Lakeland retirement and materials presented to employees in orientation or workshops.
  • Responsible for the receipt of state reports and related correspondence from the division of retirement related to the General Employee Plan members.
  • Responsible for maintaining all Access databases, Excel Spreadsheets, and serves as the technical upgrade liaison for the System.
  • May be required to work overtime or alternate hours as necessary for the efficient operation of the department.

QUALIFICATIONS (EDUCATION, TRAINING AND EXPERIENCE) AND SPECIAL REQUIREMENTS:
  • Graduation from an accredited four (4) year college or university with major course work in human resources, business or public administration, or related field.
  • Five (5) years of experience in the development and administration of pension related programs such as defined benefit plans, defined contribution plans and deferred compensation plans, retirement health savings plans.
  • Two (2) years of experience in benefits administration and/or payroll.
  • One (1) year of supervisory experience.

SPECIAL REQUIREMENTS:

  • Must possess and maintain a valid telephone number.
  • Must possess and maintain a valid state of Florida driver’s license.
  • Must be able to attain CPPT certification through the Florida Public Pension Trustees Association within two (2) years of employment.
KNOWLEDGE, SKILLS, ABILITIES AND WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:
  • Considerable knowledge of theory, principals and practices of retirement system structure and management.
  • Considerable knowledge of various forms of employee benefit programs, as well as operational knowledge of actuarial principals, social security and tax laws.
  • Considerable knowledge of public personnel management and of local government organization and procedures.
  • Knowledge of federal, state, and local laws, City ordinances, and other applicable regulations, standards and requirements, as well as court and regulatory body decisions governing or related to pension system management including Florida Statutes Chapters 112, 175 and 185.
  • Thorough knowledge of investment principals, practices and terminology.
  • Ability to plan, organize, develop and effectively administer programs and related activities to establish and enforce federal, state and City statutes, ordinances and regulations.
  • Ability to exercise judgment and discretion in the development, implementation and maintenance of the City of Lakeland Retirement System.
  • Strong analytical skills and a thorough knowledge of plan designs including the ability to interpret benefit contract language. Ability to understand, evaluate and make judgment on proposals.
  • Skill in utilizing a variety of computer applications to include Excel, Power Point, Word and Peoplesoft.
  • Skill in preparing written reports, research and survey data, and in oral communications.
  • Skill in establishing and maintaining effective working relationships with co-workers, employees, retirees and the general public.
  • Ability to direct and supervise subordinate staff in a manner conducive to high performance and positive morale.
  • Ability to speak and make presentations to groups of various sizes.
  • Ability to conduct department activities with competence, initiative and professionalism.

WORKING ENVIRONMENT/CONDITIONS:

  • Requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds of force on a recurring basis, and routine keyboard operations.
  • The job risks exposure to no significant environmental hazards.
  • The job requires normal visual acuity, and field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.

Manages all aspects of employee insurance and benefits programs and activities of the Human Resources Department in order to ensure the proper and efficient management of these programs within City government.  Administers all aspects of certain City defined benefit pension plans. Reports to the Human Resources Director or designee. Manages all City employee and retiree insurance programs and benefits including medical, pharmacy, dental, life and supplemental insurance programs, retirement and pension plans, Section 125, employee assistance and flexible spending programs.

Oversees and manages the City’s FMLA approval and monitoring process.  Advises employees and managers regarding application of FMLA and other City policies.

Administers on behalf of Board of Trustees the City’s defined benefit pension plans in accordance with the provisions of the Pension Plan adopted by City Ordinance.
Minimum Training and Experience

 

Requires Bachelor’s degree in business administration, human resource management, or related field, supplemented by at least four (4) years of increasingly responsible professional experience in the design, analysis, negotiation, and administration of employee benefits including retirement, health insurance and related programs, including at least two (2) years in a supervisory capacity or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.  A Master’s degree in Business Administration, Human Resources or related area is desired and may substitute for one year of experience.  Municipal benefits experience is desired.

The City of Tamarac is looking for a dynamic Human Resources Technician to join our Human Resources team to assist with the City’s pension plans and additional administrative and technical support functions.

The position performs a variety of administrative and technical support functions in the Department of Human Resources.  Duties include assisting in the administration of the City’s pension plan(s), employee benefit and wellness programs and leave of absence approval and monitoring processes.   Work involves recognizing, preparing and typing minutes, ordinances, resolutions, memos, contracts, legal correspondence, and other documents, as well as maintaining system documentation, researching regulations, maintaining files, calendars, and schedules.  Answers telephone, receives visitors, and ensures efficient operation of the office.

Requires an Associate Degree in Human Resources, Business, Public Administration or related area supplemented by at least three years of progressively responsible administrative support experience.  Strong computer skills required.  Experience working in a human resources environment or handling human resources functions is preferred. Preferred experience with legal documents and records maintenance in a Human Resources, insurance, legal, wellness, or leave administration environment.  Must possess a valid Florida Driver’s License.
