Mr. Brennan is responsible for investment research and client reporting. Mitchel joins BCA as a recent graduate of Stetson University, where he was a member of the Roland George Investment Program, captain of the baseball team, and member of the Beta Gamma Sigma Business Honor Society. During his tenure at Stetson, Mr. Brennan interned at KCM Asset Management, a market-neutral hedge fund, where he was responsible for equity research.

An Institutional consultant with Graystone Consulting Tampa’s Team, Scott has over 30 years of experience. Mr. Owens’ primary focus is to develop, implement and monitor customized investment portfolios based on the clients unique objectives and constraints. Since 1998, he has specifically focused on advising public retirement plans, defined contribution plans, corporations, endowments and foundations. He has specialized training with Modern Portfolio Theory, Behavioral Finance and Investment Manager Evaluation and Selection. Mr. Owens holds the Chartered Financial Analyst (CFA) designation, and the Certified Investment Management Analyst (CIMA) designation. To hold these designations, Scott is required to maintain an ongoing commitment to professional education and maintain a consistently high level of compliance with the ethical standards of the investment industry. Mr. Owens has earned Bachelor’s degrees in both economics and finance, from the Florida State University. He is a member of the Georgia Association of Public Pension Trustees (GAPPT), the Florida Public Pension Trustee Association (FPPTA) and along with the Texas Public Employee Retirement System is a panelist and speaker at the organization’s pension conferences. In addition, he is a member of the Investment Management Consultants Association (IMCA), the Chartered Financial Analyst Institute (CFA) and the CFA Society of Tampa Bay.

Greg White is a Consultant and Partner for Investment Performance Services, LLC, and is responsible for client relationships and marketing efforts in the Southern United States.  Mr. White works on all aspects of client funds, including investment policy formulation, asset allocation strategies, performance reporting, and manager searches.  In addition, he is responsible for custody bank searches at the firm and his manager research responsibilities focus on domestic value and core equity managers.

Mr. White joined IPS in 2008 as an Analyst, responsible for quarterly compliance and daily trade monitoring, manager, custodial and record keeper searches, and asset allocation analysis.  He is a Certified Investment Management Analyst®, a member of the Investments & Wealth InstituteTM, and a frequent speaker at industry conferences.

A graduate of Georgia Southern University, Greg earned his BBA in Finance and serves as a member of the Young Alumni Board of the College of Business. Greg is a member of the Accreditation Committee for the Georgia Association of Public Pension Trustees (GAPPT).  Greg attained the honor and rank of Eagle Scout and is an active supporter of Big Brothers Big Sisters and Habitat for Humanity.

He joined ClearBridge Investments in 2014 and has 15 years of investment industry experience. Prior to joining ClearBridge, Jeffrey was a Portfolio Specialist at Lord Abbett & Co., LLC. Lee H. Martin is a managing director for Marquette Associates and works from our Philadelphia office. An owner of the firm, Lee joined the company in 2017 through the merger of Peirce Park Group, where he started working in 2000. He serves as the primary investment consultant on several of the firm’s relationships, with a focus on Taft-Hartley and Public Funds.

Lee’s background in science and engineering give him a unique perspective and approach to his work with the firm’s Investment Committee and in his work helping design portfolios to meet client needs. He earned a B.S. in Applied Chemistry at Swansea University, and his Ph.D. in Applied Polymer Engineering from Loughborough University in the United Kingdom. Lee authored 10 patent applications, which were granted. He is a member of the International Foundation of Employee Benefit Plans, IFEBP and serves on the board of West Chester United and Penn Fusion Soccer Academy.

Jeff is a Senior Vice President, Director of Public Fund Consulting and Southeast Region Market Leader located in Segal Marco’s Atlanta office. He has More than 30 years of sales and management experience. Mr. Boucek has worked with both consulting and financial services firms across the public sector, corporate and multiemployer markets. He oversees our public fund business and is responsible for consulting, client relationship management and new business development.

A frequent speaker nationally, Jeff joined Segal Marco Advisors in 2012 from Mercer where he was a Partner responsible for growing their public fund business.

His investment consulting experience includes Towers Perrin Investment Consulting (now Willis Towers Watson) where he was the primary consultant to several Public and Private Defined Benefit and Defined Contribution plans, Endowment and Foundation funds and Taft- Hartley Pension and Health & Welfare funds. While working at Towers Perrin, where he was a Senior Consultant and Investment Consulting Practice Leader of the firm’s Pittsburgh office, He provided guidance to the firm’s US Investment Consulting Practice as a senior member of the firm’s Investment Manager Search Committee.

When he was previously with Mercer in the 1990’s, Jeff was a Senior Consultant and Co-Manager of the firm’s practice in Chicago.

Jeff graduated Magna Cum Laude with a BS in business and accounting (economics minor) from the University of Pittsburgh and earned a Master of Public Management degree from Carnegie Mellon University. He is a CFA charterholder, a member of the CFA Institute, the Pittsburgh Society of Financial Analysts and the Atlanta Society of Finance and Investment Professionals.

 

Colin Bebee, CFA

Mr. Bebee is a consultant and has 10 years of industry experience. Mr. Bebee, a partner at Meketa, joined the firm in 2019 as part of the merger between Meketa and Pension Consulting Alliance (PCA). Mr. Bebee has a wide range of responsibilities, including client-facing consulting, manager due diligence, and the design and implementation of proprietary risk models and other econometric modeling. Additionally, he works with our capital market research team on the development of capital market assumptions, and creates and monitors customized strategic investment classes. Mr. Bebee is a member of the firm’s Strategic Asset Allocation/Risk Management committee.

Prior to joining PCA in 2010, Mr. Bebee held various roles with Thomas Capital Group as well as with an Oregon-based e-commerce start-up.

Mr. Bebee earned a Bachelor of Science in Economics and Finance from Linfield College, magna cum laude. He holds the Chartered Financial Analyst designation and a member of the CFA Society of Portland.
