Russell Kamp

Mr. Kamp is the managing director and Senior Fixed Income Manager for Ryan ALM, where he is primarily responsible for sales, marketing, and client service. Mr. Kamp has 39 years of experience in the retirement industry. Prior to joining Ryan ALM, he was the managing partner for Kamp Consulting Solutions (KCS), a full-retainer asset and liability consulting firm focused on providing services to defined benefit and defined contribution plans, endowments, and foundations. Mr. Kamp is a passionate advocate for pension reform and legislative efforts in Washington, D.C., frequently writing and speaking on the subject. Prior to launching KCS, he was a senior vice president and director, asset management, for Two Sigma Investments, where he helped launch a long-only business. Before joining Two Sigma, Mr. Kamp was CEO of Invesco Quantitative Strategies Group (IQS). IQS was a quantitatively oriented equity, alternative and global macro investment group that managed more than $30 billion for institutional clients. He began his career as an analyst for Janney Montgomery Scott’s Investment Management Control division, an asset consulting firm that was later acquired by Evaluation Associates, Inc., where he became a senior vice president, senior consultant and partner, serving the defined benefit community.

Dave West

Dave West is a Consultant at AndCo. He has over 35 years of financial industry experience. He provides all aspects of the Firm’s consulting services. His consulting experience encompasses work in both strategic and tactical asset allocation strategy, process development and oversight, and policy documentation for public and private pension, operating, and foundation clients.  He offers a well-grounded knowledge of practical LDI portfolio construction.

Dave is a founding Member of the Bogdahn Group Partnership and has recycled his ownership units back into AndCo Consulting for the next generation of owners.   As one of the initial partners, he was an instrumental collaborator in the development of the early philosophies and deliverables of the organization. He is also a founding member of the Firm’s Investment Policy Committee. During his tenure, Dave served in multiple capacities including Chairman to the Committee, CIO, and Consultant.

Dave brings diversity of experience encompassing a dual career path in institutional client consulting, and in portfolio management of institutional client assets as a former buy side investment manager.

Dave first started his career as an investment manager, his buy side portfolio management experience includes portfolio management under both equity and fixed income disciplines, as well as in strategic asset allocation management. Dave served as both co and lead portfolio manager on multiple mutual fund strategies earning coveted Morningstar rankings, as well as on separate account mandates for institutional clients across the country. His mutual fund experience includes several prospectus level fund formations, including originations and portfolio management of Fixed Income strategies, and of Target Date Fund strategies for Defined Contribution investment programs.

Dave is a frequent conference speaker. He has provided over a decade of service to the  Advisory Board, and Education Committee for the Florida Public Pension Trustees Assoc.

Howard K. Bos, CFA

Howard is a managing director and portfolio manager at Richmond Capital Management. With over 20 years of fixed income experience, Howard joined Richmond Capital Management in 1999.  As a generalist in fixed income, Howard focuses on a broad spectrum of the market, in particular corporates and mortgage-backed securities.  He began his career at Sovran Capital markets as an institutional fixed income salesman and left as a senior vice president at Banc of America Capital Markets.  He then went onto Key Capital Partners as a senior vice president of institutional sales.

Howard is a graduate summa cum laude from the College of William and Mary.  He is member of the Richmond Society of Financial Analysts and is a Chartered Financial Analyst.  He also, currently serves as Chairperson for the Advisory Board of the Florida Public Pension Trustees Association and is a Certified Public Pension Trustee (CPPT).  A consistent fixture at a number of conferences, Howard is a regular speaker on Bonds and Fixed Income investments.

Joe Griffin

Joe Griffin is a Senior Consulting Actuary with Foster & Foster, Inc.  Joe has 23 years of experience serving governmental retirement plans, including topics such as actuarial valuations, plan redesign studies, accounting under GASB standards, plan experience studies and assumption/method recommendations, actuarial audits, and forecast/budgeting.  Joe has a Bachelor of Business Administration from Georgia State University with concentration in Actuarial Science.  He is an Associate of the Society of Actuaries, an Enrolled Actuary under ERISA, and a member of the American Academy of Actuaries.  Joe is a former president of the Atlanta Actuarial Club and is a frequent speaker at both national and regional conferences. Joe currently serves on the Education Committee for the Georgia Association of Public Pension Trustees and has been drafting model education sessions for the new education requirements in the State of Georgia.  He most recently spoke at conferences for the Georgia Association of Public Pension Trustees (GAPPT), Georgia Government Finance Officers Association (GGFOA), Florida Government Finance Officers Association (FGFOA), Florida Public Pension Trustees Association Conference (FPPTA), the Louisiana Trustee Educational Council Investment Education Symposium, and the South East Public Employee Retirement Systems Forum.
