Sara Carlson, ASA, EA, MAAA

Foster & Foster Consulting Actuaries

Sara Carlson joined Foster & Foster in 2011 and is currently a consulting actuary to over 60 governmental retirement plans in Florida.

Sara’s experience includes topics such as actuarial valuations, plan redesign studies, accounting under GASB standards, statutory requirement disclosures, plan experience studies and assumption/method recommendations, actuarial audits, forecasting, and individual retirement benefit calculations.

Sara has a Bachelor of Science in Mathematics from the University of Florida and a Master of Science in Mathematics from the University of North Florida.

She is an Associate of the Society of Actuaries, an Enrolled Actuary under ERISA, and a member of the American Academy of Actuaries.

Alex Brown

NASRA Research Manager

Mr. Brown is the research manager for the National Association of State Retirement Administrators (NASRA) where he is responsible for collecting and updating data and contributing to fact sheets and other research materials which help inform the public pension community. He has co-authored papers on public pension and retiree health care including “Strengthening State and Local Government Finances: Lessons for Negotiating Public Pension Plan Reforms,” “Understanding Finances and Changes in Retiree Health Care,” and NASRA Issue Briefs on pension spending, hybrid retirement plans, and cost-of-living adjustments.

Prior to joining NASRA, Mr. Brown worked on pension and retiree health care issues for the Center for State & Local Government Excellence and the International City/County Management Association. He holds a master’s in public policy from George Mason University and a B.A. in interdisciplinary social sciences from James Madison University.

Steve Roth, CFA

Dahab Associates

Steven Roth, CFA joined Dahab Associates in December 2007 and brought with him seven years of investment experience. Steve began his career at American Fund Advisors as an analyst for the John Hancock Technology Mutual Fund. He has also held analyst positions at Kaufman Brothers and Global Securitization Services. As CIO, Steve will provide guidance on investment management decisions for the firm, in addition to his role as consultant. Steve earned a BS in geology and an MBA in finance from Hofstra University. He received his CFA Charter in 2013, and is a member of CFAI and NYSSA.

Bradley Heinrichs, FSA, EA, MAAA

Foster & Foster Consulting Actuaries

Brad Heinrichs has been the President/CEO of Foster & Foster since 2005. He is one of a few thousand actuaries worldwide who is both a Fellow of the Society of Actuaries and an Enrolled Actuary per ERISA. Mr. Heinrichs received a B.S. in Actuarial Science and Economics from the University of Iowa and is considered a pension plan industry expert and innovator in retirement plan design. Brad is a frequent speaker at national and state pension conferences, and a key consultant to lawmakers and unions in evaluating proposed legislation regarding pensions in the State of Florida. Brad has been a pension consulting actuary for over 15 years and has been the lead actuary for clients ranging from 50 to 250,000 participants.

Since acquiring Foster & Foster in 2005, the firm has quadrupled in size and now provides actuarial consulting services to over 250 funds across the country. As the firm’s presence in the Midwest grew, he opened an office in 2008 in Lincolnshire, Illinois. In July 2010, Foster & Foster acquired R.N. Blomquist & Company in Oakbrook Terrace, Illinois. This acquisition has allowed Foster & Foster to provide a more complete level of services to both the Taft-Hartley and municipal markets.
